    Plan for the Safe Return to In-person Instruction and Continuity of Services
    2021-22


    Duplin County Schools recognizes that safely reopening schools and sustaining their safe
    operations to maximize in-person instruction is essential for student learning and student
    well-being. Just as important is the school district’s ability to address the educational inequities
    that have been worsened by the COVID-19 pandemic. To ensure a safe return to in-person
    instruction and sustain safe operations, Duplin County Schools implemented practices outlined in
    the NCDPI publications Lighting Our Way Forward: North Carolina’s Guidebook for Reopening
    Public Schools and the StrongSchools NC Public Health Toolkit (K-12). Practices adopted by the
    school district include plans for (1) Student Health and Safety (2) Employee Health, Safety and
    Support (3) Social Emotional Learning and Mental Health (4) Operations (5) Communication,
    and (6) Student Learning.

    Student Health and Safety
    In order to ensure the health and safety of our students, all schools will implement the following
    protocols:
    ● Parent home screening attestation for each student
    ● Universal and correct wearing of face coverings
    ● Physical Distancing, to the greatest extent possible
    ● Handwashing and respiratory etiquette
    ● Cleaning time between classes
    ● Appropriate accommodations for children with disabilities with respect to the health and
    safety policies
    ● Student health services provided by school nurses in each school as needed
    ● Student desks facing the same direction, where possible
    ● Designated areas for symptomatic individuals
    ● Contact tracing
    ● Diagnostic and screening testing
    ● Regular consultation with local health officials
    ● Support for screening testing from the Duplin County Health Department

    Employee Health, Safety and Support
    In order to ensure the health and safety of all staff, each Duplin County Schools employee will
    abide by the following protocols:
    ● Daily health screening attestation
    ● Universal and correct wearing of face coverings
    ● Physical Distancing
    ● Handwashing and respiratory etiquette
    ● Include mask breaks and recess time in the daily schedule
    ● Contact tracing
    ● Diagnostic and screening testing
    ● Regular consultation with local health officials
    ● Support for screening testing from the Duplin County Health Department

    Social Emotional Learning and Mental Health
    ● Social, emotional and mental health services provided by school counselors, social
    workers and mental health professionals
    ● SEL Professional development opportunities

    Operations
    ● Facilities
    o Ensure healthy environments by providing clean facilities
    o Improve ventilation and provide air purification systems
    o Provide water bottle fill stations in schools
    o Provide PPE to all schools
    o Post signage throughout schools such as: Know Your Ws/Stop if You Have
    Symptoms flyers
    o Bi-weekly environmental cleaning and disinfection of all buildings
    o Controlled entrance and exit of building
    o Limit nonessential visitors

    Child Nutrition
    All students will have access to school meals and adequate time to consume them.
    District and school officials collaborated with the school nutrition director and staff to
    determine the environment that promotes optimal physical distancing and personal
    hygiene practices. The following protocols were deemed most appropriate:
    o Daily menu choices are made available
    o Timely, daily menu counts provided to school cafeteria
    o Pre-plated, boxed or bagged meals will be delivered to classes by staff or picked
    up by students in an orderly manner
    o Provide adequate time for students to wash and sanitize hands before and after
    meals
    o Students will eat meals in the classroom under the supervision of staff
    o Custodial staff will gather meal trash from classrooms after each meal

    ● Transportation
    Student Transportation supports student access to the educational environment at school.
    Without it, many students will be unable to attend school. In our district, school buses
    have also provided other logistical support to students including internet access,
    nutritional support and materials distribution and collection. In order to ensure the safety
    of our students, the following safety protocols will be implemented:
    o Parents complete health attestation form for each child
    o Student are assigned seats on the bus
    o Drivers complete daily health screening attestation
    o Drivers are provided with an adequate supply of PPE
    o Buses are cleaned and disinfected after each route\


    Communication
    District and school leaders have established thoughtful and proactively-designed systems and
    processes to maintain communication with stakeholders. Communication processes include:
    o District and school website
    o Blackboard Connect (all-call system)
    o COVID-19 Parent Handbook
    o Google Meet


    Student Learning
    Duplin County Schools will provide in-person instruction five days per week in the 2021-22
    school year. In order to enhance student instruction in this year of recovery, our school district
    will provide:
    ● Formative assessments and learning activities to assess learning needs
    ● Services to address the students’ academic needs such as tutoring and/or summer school
    ● 1:1 device allocation
    ● Hotspots provided as needed
    ● Online learning resources provided
    ● Athletics follow recommendations of the NCHSAA
    ● Students meeting specific eligibility criteria considered for the COVID High Risk
    Program through the Center of Opportunity

    Due to the ongoing and evolving nature of the COVID-19 pandemic, Duplin County Schools
    will continue to solicit guidance, professional learning, and technical assistance to ensure that
    our school district can ensure a safe return to in-person instruction and continuity of services for
    our students and staff. This plan may be revised as appropriate utilizing the latest guidance
    provided by health and safety officials.
