Aggressive behavior may be bullying depending on what happened, how often it happens and who it happens to.
Bullying is unwanted, aggressive behavior that involves a real or perceived power imbalance. The behavior is repeated, or has the potential to be repeated, over time. Bullying includes actions such as making threats, spreading rumors, attacking someone physically or verbally, and excluding someone from a group on purpose.

The ABCs of Bullying: Addressing, Blocking, and Curbing School Aggression - The ABCs of Bullying is an online course offered by SAMHSA, an agency of the U.S. Department of Health and Human Services. This course examines the causes and effects of bullying, prevention techniques and programs, screening, treatment options, and legal/ethical issues surrounding bullying.
StopBullying.gov provides information from various government agencies on how kids, teens, young adults, parents, educators and others in the community can prevent or stop bullying. The site includes videos for parents and educators on how to identify and address bullying, as well as a full gallery of online resources featuring reports and information on evidence-based programs.
