State Releases 2017-18 Accountability Results
KENANSVILLE, NORTH CAROLINA – September 5, 2018 – Duplin County Schools (DCS) has achieved record school growth outcomes according to the 2017-18 Accountability results released by the State Board of Education earlier today. Since growth outcomes were first reported 22 years ago, this is the first year that all DCS schools met or exceeded growth. In fact, 10 schools exceeded growth! Schools exceeding growth, 76.9%, is the highest ever percentage of schools in Duplin County to earn the state’s top growth designation.
“This year’s results are a testimony to the outstanding work of our teachers, students and staff. Principals have done an outstanding job in emphasizing high expectations and providing needed instructional leadership at the school level. We thank our Curriculum Team and entire Cabinet for providing instructional support for our schools. It takes the whole DCS family to achieve any goals. We are starting to reap the harvest of the seeds planted over the last several years. None of this would happen without the vision, leadership and support of our Board of Education. They have high expectations and hold us accountable,” said Superintendent Dr. Austin Obasohan.
DCS has worked extremely hard to move from five schools identified by the state as low-performing last year to no schools this year, which is remarkable and highly commendable of our teachers and staff. DCS has several School Performance Grades that remain steady and no schools that saw a reduction within this measurement.
New requirements of the state and federal accountability models have resulted in changes. School Performance Grades, growth results, and graduation rates are calculated differently than previous years and the progress of English learners has been added to the model. Schools were also expected for the first time to meet interim measures of progress leading to 10-year, long-term goals for career and college readiness. DCS has seen improvements in several areas. The following provides a snapshot of some DCS data points:
- The overall Grade Level Proficiency for DCS is up 3.7 percentage points (from 44.0% to 47.7%). This was achieved largely due to the extended learning opportunities that were offered this year for the first team by our Curriculum Team.
- Based upon EVAAS School Accountability Growth Outcomes, 100% of schools within DCS “met” or “exceeded” growth. Ten of those “exceeded” growth. Seven attained this status in 2016-17.
- Based on a 15-point scale used for School Performance Grade Assignments, the district received one A (85-100), one B (70-84), seven C’s (55-69), and four D’s (40-54) no F’s. (Last year there was one A, no B’s, 8 C’s, 7 D’s, and no F’s.)
- No schools are identified as low-performing. (Last year five schools were identified as low-performing due to having not “exceeded” growth expectations.)
- The district’s four-year Cohort Graduation rate is 81.3%, which is equal to 2016-17. The state’s Cohort Graduation Rate is 86.3%.
- More than 94.6% of DCS 12th graders earned Math Course Rigor by successfully completing NC Math 3 or a higher level course.
- 42% of DCS 11th grade students who took the state-mandated ACT earned a composite score of at least 17, the minimum UNC system requirement for admission, compared to 50.5% in 2016-17.
“We are pleased and everyone’s hard work is to be commended. It is truly exciting to see that our students and schools are creating and demonstrating a growth mindset and we look forward to continued progress toward meeting all our district goals. This is a process that will not happen overnight. Growth leads to increased proficiency, which leads to increased career and college readiness, which leads to increases in graduates who are ready to successfully enter college or the workforce. That, of course, is our ultimate goal. It is why we are here,” said Superintendent Dr. Austin Obasohan.
State Superintendent Mark Johnson, in a NC Department of Public Instruction release today, thanked teachers and school leaders for their hard work and said student performance shows the state must continue to stress innovation and personalized learning to ensure continued progress.
Looking ahead in Duplin County, Dr. Obasohan sees the district’s renewed commitment and move from STEM to STEAMA (Science, Technology, Engineering, Arts, Math, and Agriculture) as common ground for all.
“The key to effective education is personalization. Every student and every teacher can see themselves in at least one of the six areas of STEAMA. In fact, many overlap and they can see themselves in multiple areas. This will enable students to better understand how their talents and dreams align with pathways leading toward viable careers.”
STEAMA is creating personalized pathways by enfolding the district’s core beliefs with the myriad of effective strategies being practiced from Pre-Kindergarten through 13th grade throughout Duplin County Schools. It is personalized for each student and customized for Duplin County.
“Our goal is to graduate 100% of our students at the career and college ready level. We meet them where they are and focus our time, energy, and talents on helping each student realize his or her full potential,” he said. “We have the right people, we have the right students, and we have tremendous support and high expectations from our Board. We also have parents, the faith-based community, businesses, and others who are willing to partner with us. We are blessed and together we will continue to put children first.”
